The Job
The Chief Information Officer (CIO) is responsible for developing and overseeing all strategic and operational technical requirements for Christian Care Ministry (CCM) and its products/programs. The CIO works with the executive team to support CCM’s vision and growth through the use of technological resources. The CIO will provide leadership to employees in the IT department and sub-departments to attain the company’s strategic goals established in the company’s strategic plan.
Education and/or Experience
- Bachelor’s degree in IT-related field with 15+ years of management and strategic experience in the IT field OR Master’s degree in IT related field with at least 10 years of experience in the IT field required
- Prior senior leadership experience in a healthcare payer organization/industry required
- Significant experience in and knowledge of all facets of IT; including systems applications, database administration, financial/billing systems, networks, telecommunications, computer hardware and software, etc.
Essential Job Duties & Responsibilities
IT Strategy Leadership
- Establish the company’s technical vision and lead all aspects of the company’s technological development in support of the company’s strategic plan
- Act as a good steward of Christian Care Ministry's resources; develop and ensure control of IT departmental budgets in alignment with the organization’s financial objectives
- Lead cost-benefit and ROI analyses to determine which platforms and solutions fit CCM needs
- Bring solutions-oriented guidance to the organization’s leadership on how best to apply technology and processes to resolve business problems or improve operations
- Develop and sustain high-quality relationships with the executive leadership team
- Identify risks, opportunities, priorities, issues, and strategic challenges for the organization and strategize appropriate solutions in collaboration with business partners
- Cast vision for, and lead the development and/or deployment of, modern technology solutions
- Be accountable for setting the technology direction and aligning with business objectives
IT Infrastructure & Systems Leadership
- Oversee the development and implementation of the CCM’s technical environment, support new infrastructure rollouts, and define and implement the DevOps process -- including management of the configuration of off-the-shelf software, custom software releases, and other technical operations
- Understand how to strike a balance between in-house development and commercial off the shelf software (COTS) applications.
- Work in a consultative fashion with other department heads as an advisor of technologies that may improve their efficiency and effectiveness
- Stay up to date on all technology advancements and risks that may impact the organization; proactively provide direction to mitigate future technology-related risks, and ensure systems can deliver future operational needs
- Explore how market and industry changes will influence and challenge the whole organization. Conduct research and case studies on leading edge technologies and make determinations on the probability of implementation
- Champion digital/technical transformation through effective change management principles and customer-centered design
- Take responsibility for disaster planning, risk mitigation, and disaster preparedness
IT Staff Leadership

- As appropriate, seek partnership with outside IT organizations to supplement IT resources to make certain that initiatives are completed when in-house resources are not sufficient to demand
Data Management Leadership
- Develop and implement a secure and effective data warehouse and management environment, enabling the organization to make data-driven decisions and identify opportunities quickly
- Oversee the organization’s data and data processes to ensure effective data modeling, integration, reporting, capacity, and large language models -- AI may be utilized to improve the organization’s and customers’ experience
IT Security Leadership
- Ensure information security and cybersecurity processes and systems are in place to protect the organization and its customers from external threats
- Ensure all technology systems and practices are in alignment with HIPAA standards
- Develop and implement risk-mitigation plans; including ensuring proactive IT security training is effective
Essential Skills & Abilities
- Strong expertise in Software Architecture, DevOps, IT infrastructure, production support, data management, information security and cybersecurity, and standard compliance practices
- Deep knowledge and experience with agile development processes
- Proven expertise developing and executing product strategies
- Strong people management skills and proven experience managing remote and in-house people and resources
- Ability to support and defend technology decisions within management team
- Ability to nurture a culture of experimentation and learning, with a focus on both agility and reliability
- Strong prioritization and goal-setting skills; ability to evaluate different points of view, make tough decisions and defend these within management
- Ability to inspire and motivate a high performing and accountable team
- Ability to speak clearly and persuasively; to prepare and deliver effective group presentations; conduct effective meetings; speak wisely and effectively with members of the press, the board of directors, and governmental authorities
- Ability to produce clear and concise documents, effectively recommending or arguing for or against a decision, action, or interpretation.
- Skillful in analyzing complex or diverse organizational claim and member data to determine opportunities and foresee developing problems
- Must demonstrate an appropriate sense of urgency about affecting change quickly rather than waiting, and show a willingness to take calculated risks based on the support of underlying data as appropriate
- Proficient in Excel and ability to build and track budgets, forecasts, and performance management reports
