An EMS Strategic Operations Manager job is available with the City of Fort Worth Fire Department Emergency Services Division. This position is responsible for coordinating and guiding the Fort Worth Fire Department’s accreditation strategy by aligning departmental operations with national standards. Collaborates with Fire Department leadership and City Management to establish clear objectives, performance measures, and continuous improvement goals. Identifies and evaluates strategic initiatives, quality improvement projects, and compliance opportunities that support accreditation readiness and operational excellence. Oversees implementation of accreditation-related efforts and ensures clear communication, stakeholder engagement, and effective project execution across divisions.

Minimum Qualifications:

  • Bachelor’s degree in public administration, business administration, or a related field
  • Five (5) years of recent progressively responsible experience in an administrative, managerial, or staff capacity in a municipal organization, involving the responsibility for planning, organization, implementation and supervision of varied work programs
  • Valid Texas driver’s license

Preferred Qualifications:

  • Experience with public safety accreditation organizations, including the Commission on Accreditation of Ambulance Services (CAAS), International Academies of Emergency Dispatch (IAED), and the Insurance Services Office (ISO) rating system.
  • Understanding of performance management frameworks and tools, including strategic planning, key performance indicators (KPIs), and the balanced scorecard approach.

The EMS Strategic Operations Manager job responsibilities include:  

  • Leads and supervises accreditation-related staff and initiatives, ensuring projects align with departmental goals, policies, and national accreditation standards.
  • Coordinates accreditation processes and special projects, from development to execution, including policy reviews, gap analyses, and performance evaluations.
  • Conducts internal assessments and audits, using Lean Six Sigma and human-centered design principles to identify areas for quality and compliance improvements.
  • Develops and monitors strategic accreditation project plans, ensuring milestones, objectives, and documentation are completed accurately and on time.
  • Facilitates process improvement efforts to enhance operational efficiency, close compliance gaps, and support continuous improvement in service delivery.
  • Presents findings and accreditation readiness updates to senior leadership, offering data-driven recommendations to support organizational alignment and excellence.
  • Serves as liaison with internal and external stakeholders, maintaining open communication to support collaboration, policy updates, and effective implementation of accreditation standards.
  • Serves as a liaison on major planning projects and initiatives. Monitors plan implementation process; prepares implementation report; oversees update process; and identifies needs and priorities.
  • Ensures all activities comply with city policies and national accreditation frameworks, promoting a culture of accountability, high performance, and continuous improvement.
