The Compliance Supervisor oversees enforcement of community standards and adherence to the association governing documents, including CC&Rs, rules, and architectural guidelines. This role manages the compliance team, conducts community inspections, and works closely with homeowners, the Board of Directors, management, and legal counsel to resolve violations efficiently and professionally. A strong understanding of Nevada HOA law (NRS 116) and local regulations is essential.


Essential Duties and Responsibilities:

  • Supervise and support compliance officers and administrative staff to ensure consistent, accurate enforcement and reporting.
  • Conduct regular inspections of the community to identify and document violations of governing documents and community standards.
  • Draft, review, and issue violation notices, fine letters, hearing notices, and related correspondence in compliance with association policies and Nevada Revised Statutes (NRS 116).
  • Maintain detailed records of violations, inspections, and correspondence using HOA management software.
  • Serve as the primary point of contact for homeowners regarding compliance concerns, providing professional and courteous communication.
  • Lead and participate in compliance hearings; prepare summaries and recommendations for the Board of Directors.
  • Collaborate with legal counsel on escalated or unresolved compliance matters.
  • Prepare and present monthly compliance reports and violation logs to the Board.
  • Assist with the development and interpretation of community rules, architectural guidelines, and enforcement procedures.
  • Train and mentor new compliance staff, maintaining standard operating procedures and best practices.
  • Stay current on changes to Nevada HOA laws and provide guidance to management and the Board as needed.

Requirements

Knowledge, Skills and Experience:

  • Minimum 3 years of experience in HOA compliance, property management, or code enforcement, with at least 1 year in a supervisory or leadership role.
  • Strong knowledge of Nevada HOA law (NRS 116), CC&Rs, and enforcement procedures.
  • CMCA or similar certification preferred; familiarity with NAC regulations and the Nevada Real Estate Division’s guidelines is a plus.
  • Excellent written and verbal communication skills, with proven ability in conflict resolution and homeowner relations.
  • Proficient with Microsoft Office Suite and HOA management software (e.g., CINC, Caliber).
  • Ability to conduct field inspections, including walking and driving through communities.
  • Detail-oriented, highly organized, and able to manage multiple priorities effectively.
  • Valid Nevada driver’s license and reliable transportation required.

Minimum Education:

High school diploma or equivalent; technical certification or vocational training is a plus.


Language Skills:

The individual must have strong written and verbal communication skills in order to communicate effectively with employees and clients at all levels of the organization.  


Availability: 

Must be available to work a flexible schedule, including days, evenings, weekdays, weekends, and holidays, depending on business needs.


Physical Job Description

  • Primarily office-based with frequent travel to community sites for inspections.
  • Occasional evening or weekend hours for board meetings or special compliance projects.
  • Outdoor work during inspections requiring walking and exposure to various weather conditions.
