THE ORGANIZATION:

A private nonprofit organization founded in 1973, Philadelphia Corporation for Aging (PCA) is a large agency that is part of the Area Agency on Aging (AAA) nationwide network. Founded as a result of the federal Older Americans Act, the AAAs are mandated to “facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers.” PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination.


The mission of PCA is to improve the quality of life for older Philadelphians and adults with disabilities and assist them in achieving their maximum level of health, independence, and productivity.

Requirements

OVERVIEW:

PCA is seeking a knowledgeable and proactive Controller to lead core accounting operations and support the integrity of the agency’s financial systems. Reporting to the Director of Finance, this position is responsible for managing the monthly and annual financial close, maintaining the general ledger, and ensuring year-round audit readiness. The Controller plays a key leadership role within the Fiscal Department, directly supervising the General Ledger accounting team and collaborating with AP, AR, grant accounting, and cross-functional teams to deliver accurate, timely, and compliant financial reporting. The ideal candidate will bring strong technical accounting skills, experience with nonprofit or grant-funded organizations, and a commitment to internal control and continuous improvement.


QUALIFICATIONS: 


Education and Experience

  •  Bachelor’s degree in Accounting, Finance, or related field required; CPA or MBA preferred.
  • At least 3-5 years of progressive financial management experience, including team leadership and audit support. 
  • Demonstrated experience managing financial close and coordinating audit deliverables.
  • Deep understanding of GAAP and fund or grant accounting principles.
  • Experience working with nonprofits, government-funded programs, or human services organizations preferred. Some experience with federal, state, and local grant compliance and reporting, including familiarity with Uniform Guidance (2 CFR Part 200).
  • Proven ability to lead and manage complex, cross-functional financial projects with multiple stakeholders and deadlines.
  • Excellent communication and interpersonal skills to work across levels and departments.
  • High proficiency in accounting systems and advanced Excel skills. Experience with Oracle, PeopleSoft, and Sage Intacct a plus

KEY RESPONSIBILITIES:


Financial Close & General Ledger Oversight

  • Lead and manage all aspects of the monthly and annual financial close, working closely with GL Accountants, AP, AR, and department leads to ensure timely and accurate reporting.
  • Maintain the integrity of the general ledger, including review and reconciliation of key balance sheet and income statement accounts.
  • Oversee the chart of accounts, journal entry preparation and approval processes.

Audit and Compliance

  • Serve as the primary liaison for PCA’s annual financial statement audit, including coordination with external auditors and preparation of audit schedules.
  • Maintain a constant state of audit readiness by ensuring documentation, reconciliations, and schedules are up to date throughout the year.
  • Ensure compliance with GAAP, PCA policies, and applicable grant and regulatory requirements. 
  • Work with Grant Accounting Manager to support program audits and funder reviews (e.g., Department of Aging, VOCA, other grant sources).

Internal Control and Policy Development

  • Evaluate and enhance internal controls over financial reporting, purchasing, and asset management.
  • Draft and update accounting policies and procedures to ensure accuracy, consistency, and regulatory compliance.

Tax & Regulatory Filings

  • Lead the preparation and execution of all required tax and regulatory filings, including annual IRS Form 990, Pennsylvania Sales and Use Tax, and any other applicable local or state submissions. 
  • Monitor compliance requirements and deadlines to ensure timely and accurate filings.

Team Leadership and Collaboration

  • Supervise and support the GL Accounting team in their daily responsibilities and professional development.
  • Collaborate with the entire Fiscal Department to ensure seamless end-to-end financial operations.
  • Collaborate with colleagues across departments to support budgeting, grant reporting, and financial planning.
  • Provide support to the Director of Finance in special projects, financial analysis, and strategic decision-making.

COMPENSATION 

This is a full-time, exempt, and hybrid position in a flexible work environment with the Philadelphia Corporation for Aging at 642 N. Broad Street, Philadelphia, PA 19130. 


Starting Salary Range: The starting salary range for the position is $74,873.33 to $82,547.84, depending on experience. The compensation package also includes an automatic 4% employer contribution to a 403(b) retirement plan—no employee match required. Benefits: medical, prescription drug, vision, and dental coverage; flexible spending plan (health and dependent care); employee assistance program (EAP), life insurance, short- and long-term disability insurance, pre-tax commuting and parking benefits; 403(b) retirement plan with employer contributions and optional employee pre-tax contributions. Annual paid time off includes 13 holidays, 10 sick days, 2 personal days, and 3 weeks of vacation.  (Note: vacation and personal days are front-loaded and are pro-rated if date of hire is not January 1st; sick days are accrued based on hours worked).
