Northrop Grumman Mission Systems' (NGMS) CNI Operating Unit (OU) has an immediate opening for a Manager of Programs 2 role onsite in San Diego, CA. This position plays a critical role in driving Production programs and portfolio execution in F-35 CNI Production. The candidate will work as a PM within the program office reporting to the F-35 CNI Production department, with possible future opportunities to manage their own contracts. The candidate must have demonstrated experience successfully leading fast paced programs, to include extensive experience with customer engagement, resource planning, and manufacturing processes.

The selected candidate will lead the delivery of all contractual requirements on cost and schedule, while achieving all technical requirements. The production contracts focus heavily on delivery of hardware and therefore the individual will work closely on the manufacturing floor with the operations team. The candidate will collaborate closely with several other business functions (e.g., business management, contracts, global supply chain, security, etc.).

The successful candidate will have demonstrated experience working with and leading diverse teams, be a strong communicator, and be able to work successfully within classified and unclassified arenas.  

What You'll Get to Do:

Primary Roles and Responsibilities Include:

  • Provides full-time, on-site, dedicated support to the Program Manager.

  • Response effectively and rapidly to all repair contracts requirements as delegated by the Program Manager.

  • Serves as an ALT point of Contact to the program manager for all technical, non-technical requirements.

  • Ability to work directly with the customer and provide status per the contract’s requirements.

  • Develop and manage proposals as required. Participate in the negotiation of contracts, contract changes, specifications, operating budgets, milestones schedule, and key terms and conditions.

  • Creating, reviewing and finalizing the program’s statement of work (SOW) as required.

  • Conducting and leading thorough risk & opportunity management including identification, mitigation and realization.

  • Leading and directing cross-functional teams to meet program cost, schedule and technical performance objectives.

  • Identifying, allocating and managing program resources, including workforce planning (WLF).

  • Excellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.

Basic Qualifications:

  • Bachelor’s Degree and 8 years or a Master’s Degree and 6 years’ experience supporting U.S. Government contracts and customers

  • Knowledge and understanding of production contracts with operations background.

  • Demonstrated ability to perform data analysis and cross functional coordination for process improvements.

  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager - earned value management.

  • Demonstrated ability to manage external customers and internal functional teams through all aspects of engineering, operations, etc.

  • Demonstrated financial management skills including development and control of program budgets, schedules, risk management, EAC’s and the ability to recognize and capture program changes.

  • Identification, distribution, tracking, and completion of program requirements.

  • Experience meeting all security, organizational conflict of interest, export control, protection of proprietary information, and risk and opportunity management processes, as appropriate.

  • Demonstrated people leadership skills and the ability to lead effectively in a diverse team environment to achieve key milestones.

  • Experience as a Cost Account Manager (CAM) and the Earned Value Management System and its associated tools.

  • US citizenship required.

  • Must have a current/active DOD Secret Clearance.

Preferred Qualifications: 

  • Technical and/or Leadership/Management-focused master’s degree.

  • PMP Certification

  • Demonstrated strong ability to multi-task in a challenging environment with competing priorities in a positive manner.

  • Demonstrated large-scale program leadership experience.

  • Ability to develop and adhere to master plans and schedules.

  • Ability to work independently with minimal supervision.

  • Action oriented; driven by measurable results.

  • Production management experience.

  • Adherence to all internal processes, policies, and applicable industry standards.

Salary Range: $156,500.00 - $234,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
