Job Description:
The Candidate shall perform Logistics Management, Sustainment Engineering, and Technical Support services to the Mission Package Support Facility (MPSF) /Mission Module Readiness Center (MMRC). Programs include but not limited to, small Unmanned Surface Vehicles (sUSVs), multiple crafts, and others PMS 420 programs in accordance with the SOW.
1. Functions in support of the PMS 420 MPSF sUSV program.
2. Maintain the Asset Tracker Demand Status Dashboard and Proof Point Asset Location and Status online tools for sUSVs.
3. Develop, maintain, and update reports, charts, metrics, graphs and other materials required in support of the MPSF sUSV program. To include:
4. Prepare, review and validate various reports, documents, and inventories. Support Mission Package Support Facility (MPSF) and Mission Module Readiness Centers (MMRCs) systems sUSV systems logistics teams and the in-service engineering agent (ISEA).

5. Assist in the development of MPSF Standard Operating Procedures (SOPs) processes. Develop and maintain a tracker for MPSF sUSV systems Documentation including Distance Support SOP, Shipboard Distance Support Quick Guide and MPSF Source of Support Matrix. Support the development of all documentation in compliance with the latest program and Navy directives.
6. Participate in MPSF sUSV maintenance and logistics planning, embarks & debarks, including monitoring of schedules, planned maintenance periods and other operational events. Perform daily review of sUSVs technical issues reported by CASREP messages, Automated Work Number (AWN) 2kilos, and Navy 311 tickets. Monitor and provide tracking of all naval messages supporting systems programs including but not limited to sUSV systems. Provide MPSF program, logistics and maintenance managers with a daily summary status report for use in planning routine and corrective maintenance actions.
7. Plan, coordinate and report on sUSV Distance Support (DS) efforts as described in the Mission Package Support Facility (MPSF) Operations Procedures Manual (MOPM) and in accordance with the applicable MPSF SOPs. Maintain close contact and communication with SURFDEVRON and USVRONs N43 (Combat Systems Maintenance) organization, ISEA and the onsite MPSF Mission Package Maintenance Engineer and Logistics to help ensure timely and appropriate response actions. Monitor the effectiveness of the DS process and recommend changes to improve efficiency and cost effectiveness.
8. Support the collection, data analysis, and generate reports for parts failure data and MSMS / Obsolescence for all sUSVs, and other systems, and provide the information to the logistics team in support for inventory and part allocation across sites in collaborations with the ISEA.
9. Support the development and execution of planning process; documents, metrics and schedules of Mission Modules and other systems modernization ECPs/NPCs, Notice of Completions (NOCs) and maintenance upgrade efforts. Track and provide reports over the development, from initiation and completion of all modernization efforts for all sUSV systems to the logistics team. Ensure to have access and knowledge on the following example tools MBPS, MFOM, NDE, NSERC and other tools required to support these efforts. Personnel with strong configuration management background and understanding of ships modernization process preferred.
10. Support program process improvements efforts, by identifying gaps, providing feedback and support the generation or updating of the process and procedure.
11. Conduct and provide monthly inventory, support and documentation reports for all material and tools used in support of MPSF sUSV and facilities. In addition, monitor status on calibration tools and ensure calibration tools program has a 90% effectiveness. Provide monthly reports and metrics but not limited to damage dispose of parts/tools, DLRs, retrogrades. Support that all required documentation are updated in the WIKI tool and tasks are properly generated and resolved in JIRA or another repository tool used by the program.
12. Be able to conduct research of parts and material using the generated inventories, or utilizing tools like R-Supply, FEDLOG, ONE Touch or other tools available in the program.
13. Maintain current, accurate, and complete inventory records of MPSF sUSV assets.
14. Perform engineering support services for waterfront and shipboard events.
15. Conduct, update, properly organize, and maintain inventories of MPSF sUSV programs support containers, in addition to PUKs, debark containers, spare containers, by executing parts and tool replenishment of MPSF systems support containers, load-out of support containers, quality assurance of those support containers prior to being embarked, ship and received across the organization. Support the waterfront conducting inventories with Littoral Combat Ship (LCS) detachment sailors, prepare the DD1149 transfer of custody paperwork, support container turn-over to DET OIC.
16. Support Fleet events, going onboard ships, carrying materials, as part of the embark of debark of systems and material. Assist on shipments and movement of assets CONUS/OCONUS.
17. Participate in status meetings for replenishment, inventory and embarkation/debarkations.
18. Generate lost and damage reports for tools and material.
19. Generate and provide metrics to track performance, open purchases, and identify gaps in process and execution to develop and implement process improvements.
20. Support of onloads and offload of crafts from trucks or trains, embarkations and debarkations inventories and logistics support in the following locations but not limited to:
a. San Diego, CA,
b. Port Hueneme, CA
c. Point Loma, CA
d. Mayport, FL
e. Chengi, Singapore
f. Manama, Bahrain
g. Personnel will be required to have forklift 11k or 36k and crane license.
Requirements
Minimum Qualifications:
- Ability to obtain and maintain a U.S. Security Clearance level Secret
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- High School Diploma or equivalent
- 5 or more years in coordinating, planning, tracking, and scheduling in a logistician, project management, or operations role
- High level of attention to detail and accuracy
- Experience with Microsoft Office (Word, Excel, PowerPoint, Project, Access)
Preferred Qualifications:
· Experience supporting US Navy logistics efforts
· Experience with US Navy Combat/Weapon Systems
· Active Secret security clearance
Security Clearance:
Applicants must have an active security clearance and/or the ability to obtain and maintain a US government security clearance as specified in the minimum qualifications.
