Summary

The Compliance Analyst will be responsible for supporting contract related activities including preparation and development of contractual agreements and compliance documents.  A liaison between cross functional groups including sales, finance, supply chain, engineering, program management, and operations to ensure contractual compliance and implement compliance program procedures.  This includes identifying and assisting in risk management, helping prepare and maintain contractual documentation, analyzing contractual terms and conditions, and supporting contractual and compliance resolution of issues.  This position will conduct detailed analysis of existing/proposed regulation and industry practices and related contract compliance requirements, such as management of customer and government property and export requirements (ITAR and EAR), and develop, improve, and implement processes to meet these requirements.

 

Essential Duties and Responsibilities

  • Conduct regular audits and assessments to ensure compliance with regulations, contracts, and internal policies.  Participate and help support internal control activities and external audits.
  • Review and develop responses for compliance documents and act as liaison to troubleshoot customer compliance related inquiries.
  • Act as liaison for the Contract Management System (CMS) with all departments to facilitate the contract life cycle from need identification, through drafting review, negotiation, and approval, to execution and performance to completion and closeout in accordance with company processes and procedure.
  • Support policy, process, and guideline changes to maintain compliant business processes within legal and regulatory requirements and industry compliance programs; this includes ITAR and Trade Regulations
  • Monitor and report on compliance issues and violations.
  • Collaborate with various departments to ensure cohesive compliance efforts.
  • Maintain and update compliance documentation to include compliance matrices.
  • Investigate and resolve compliance-related complaints and incidents.
  • Provide training and educational materials on compliance topics to employees.
  • Stay updated on regulatory changes and industry best practices.
  • Prepare detailed reports for senior management and stakeholders.
  • Assist Director, Contracts with Key Performance Indicators (KPIs), visual controls, work instruction and continuous improvement (green belt certification) activities for the Legal team.
  • Analyze compliance data to identify trends and areas for improvement.
  • Assist Contracts Manager with Client communication, maintain correspondence logs and/or through Contract Management System
  • Develop and maintain Legal SharePoint site.
  • Maintain and update legal business management procedures and conduct training as required.
  • Support Contracts Managers with processing Client contracts and ensuring proper storage of contractual documents.
  • Input and track key contractual milestones and ensure insurance and contractual renewals are handled timely.
  • Assist with risk management, business continuity and crisis management.
  • Support the implementation of contractor business system requirements.
  • Consolidate and streamline records and assist with records management internal to the legal team and company wide.
  • Assist with government property tracking, inventory, and compliance with contractual requirements and government regulations.
  • Administer export compliance processes and procedures.
  • Evaluate and make recommendations for adjustments to policies and processes needed because of changes in regulations.
  • Work cross functionally with Program Management, Supply Chain, business stakeholders, and Clients to resolve issues.
  • Performs special projects as needed.

Summary of Education, Experience & Certification

Bachelor’s degree in business, law, or related field.  Minimum 5 years’ experience in field of risk management, compliance, law, and/or finance.  Ability to become a Certified Compliance & Ethics Professional (CCEP) or gain equivalent certification.  Knowledge of Federal Acquisition Regulations (FAR/DFARS).  Prior experience in data analysis, business intelligence, data visualization tools such as PowerBI or similar platforms.  Ability to solve a wide range of unique problems of considerable scope and complexity that may require new approaches or significant exceptions or modification of standard procedures.

 

Employees working on programs subject to International Traffic in Arms Regulations must qualify as a US Person which is defined as a US Citizen, a Permanent Resident who does not work for a foreign company/foreign government/foreign governmental agency or organization, or a political asylee for legal compliance purposes.

The expected WA salary range for this position is between $78,000.00 - $103,000.00 USD. Actual compensation will be determined based on experience, education, location, and other factors permitted by law.
