Position Description:
- Provide overall WL/WV Directorate support for operations across all management operations functions. Assist in managing all CMEs, facility management, special projects, awards, training, performance management, manpower, and human resource functions.
- Advise senior leaders, supervisors, and managers on management operations issues. Independently perform research and provide guidance on a variety of sensitive issues related to resource policies, legal, regulatory, and contractual requirements. Review draft regulations, directives, and other guidance, and prepare recommendations and comments reflecting the impact on local policy or practices.
- Collect and/or measure various WL/WV Directorate requirements defined by the Government. Review and interpret data collected by other project members for accuracy and consistency with policy, procedures, and customer objectives. Serve as a project manager for special studies, initiatives, and projects as directed by senior leadership. Complete special project reports in the required format to provide insight to the AFPEO/WL and WV, Deputy PEO, staff, divisions, and branches. Develop and present briefings and reports on project status, findings, and recommendations to senior functional managers and upper management.
- Participate in discussions and meetings, or serve on panels or committees. Provide written reports and briefings outlining findings and recommendations. Provide rationale to management while coordinating with multiple directorates, organizations, Centers, MAJCOMs, and HQ USAF. Present clear, concise, and structured oral and written presentations tailored to the audience’s composition, knowledge level, and the desired outcome. Identify problems in broad and detailed terms, and resolve conflicts through discussions with responsible parties in meetings or working groups.
- Act as the Operations Management (OM) point of contact for the Operations Management Division (AFLCMC/WLO). Identify, analyze, and evaluate actual and/or potential problem areas in OM activities by leveraging trend data and organizational knowledge. Inform senior management of program progress and significant developments that may impact the mission. Recommend appropriate actions for unresolved or questionable problems and follow up as needed. Research and recommend appropriate interpretations or actions on issues affecting the WL/WV Directorate.
- Represent AFLCMC/WLO to a variety of installation and functional area organizations. Establish, develop, and maintain effective working relationships with other base organizations, senior leadership, division chiefs, and representatives from other military services, DoD agencies, and related organizations. Meet with key customers and coordinating officials to assess satisfaction, explain policies and procedures, and resolve significant problems. Ensure subordinate divisions within the WL/WV Directorate receive guidance and training.
- Establish and maintain master files and file plans of program data (both classified and unclassified) to facilitate issue tracking and resolution. Maintain working knowledge of systems and processes including, but not limited to: Air Force Records Information Management System (AFRIMS), Resource Management Information System (RMIS), DTS, SOCCER, MICT, PMRT, the Education and Training Management System (ETMS), and all programs within the Standard Desktop Configuration. Retrieve data and information through queries and reports. Maintain tracking systems to identify deficiencies, recommend corrective actions, and prepare documentation for Government review and approval.
- Monitor and evaluate AFLCMC/WLO activities for compliance with applicable regulations, directives, procedures, and policies. Assist in establishing, revising, and reviewing policies, procedures, mission objectives, and organizational structure to remove work obstacles, promote team building, and improve quality in response to compliance concerns or customer needs.
- Conduct self-inspections and present detailed, comprehensive reports including corrective actions taken or required. Ensure complete and high-quality resolution of discrepancies. Assess and revise policies and procedures to improve work quality, timeliness, and efficiency.
- Assist with in/out-processing actions for the WL/WV Directorate using the In and Out Processing System. Update and manage in/out-processing checklists and associated forms. Schedule in-processing appointments and coordinate with other OM points of contact. Brief incoming and outgoing personnel as required.
Requirements
Minimum Qualifications:
- MA/MS degree, and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD -OR-
- BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD -OR-
- HSD/GED, twenty (20) years of directly related experience, eight (8) of which must be in the DoD.
- U.S. Citizenship required
- Active Secret DOD Clearance required at hire date will upgrade right candidate to Top Secret DOD Security Clearance
