Briljent is seeking a Senior Organizational Change Management (OCM) Analyst to join our team in supporting a high-profile statewide Medicaid transformation project. This large-scale system implementation will modernize the delivery of healthcare services for Medicaid recipients across the state, improving efficiency, accessibility, and quality of care. As part of the change management team, the Senior OCM Analyst will play a key role in driving the adoption of new processes, technologies, and systems within the organization and across various stakeholders, including government agencies, healthcare providers, and community organizations. 


This position requires a seasoned professional with a strong background in organizational change management, stakeholder engagement, and a deep understanding of healthcare systems, particularly Medicaid. The successful candidate will collaborate closely with project managers, technical teams, and other stakeholders to ensure the smooth transition of all impacted users during the Medicaid system implementation. 


Essential Duties: 

Change Management Strategy Development 

  • Support the creation and execution of comprehensive change management plans for the program, ensuring alignment with project goals, timelines, and budget. 
  • Assess organizational readiness for change and identify potential resistance or barriers to adoption. 
  • Develop strategies to minimize disruption and maximize the effectiveness of the system transition for impacted employees, stakeholders, and end-users. 

Impact Analysis & Risk Management 

  • Conduct a Stakeholder Analysis to identify and assess the interests, influence, and needs of individuals or groups that can affect or be affected by projects 
  • Conduct thorough impact assessments to identify how the system implementation will affect various organizational units, business processes, and stakeholders. 
  • Track and manage risks associated with organizational change, including resistance to change, and develop mitigation plans to address these challenges. 

Stakeholder Engagement & Communication 

  • Work with key stakeholders, including state and local agencies, healthcare providers, Medicaid beneficiaries, and internal teams, to understand their needs and concerns. 
  • Develop tailored communication plans that inform, educate, and engage stakeholders about upcoming changes, new technologies, and system processes. 
  • Provide ongoing support and guidance to leadership and frontline teams on navigating the transformation process. 

Data-Driven Reporting & Metrics 

  • Monitor and report on the effectiveness of change management activities, including stakeholder engagement, training effectiveness, and system adoption. 
  • Use metrics and feedback to continuously refine and improve the change management approach. 
  • Provide regular updates to senior leadership on change progress, challenges, and mitigation strategies. 
  • Use data-driven insights to identify areas of resistance, gaps in communication or training, and trends that could impact overall transformation success. 
  • Leverage tools such as Microsoft Excel, Power BI, Tableau, or similar platforms to create dashboards and visualizations that provide actionable intelligence to project leadership. 
  • Conduct qualitative and quantitative analysis, including survey data interpretation, stakeholder feedback synthesis, and impact assessments to inform decision-making and risk mitigation strategies. 
  • Support leadership in monitoring and managing the ongoing adoption process to ensure sustainable change. 

Requirements

 

  • Bachelor’s degree in Business Administration, Healthcare Management, Organizational Development, or a related field (Master’s degree preferred). 
  • A minimum of 5 years of experience in Organizational Change Management, preferably within healthcare, government, or large system implementation projects. 
  • Proven experience with large-scale transformation projects, particularly in Medicaid or similar healthcare systems. 
  • A minimum of 25% travel will be required within the state for stakeholder engagement and training purposes. 
  • Strong understanding of Medicaid policies, healthcare IT systems, and the impact of technology transformations on service delivery. 
  • Certification in Prosci Change Management, ACMP (Certified Change Management Professional), or equivalent. 
  • Strong problem-solving, critical thinking, and organizational skills. 
  • Ability to manage multiple tasks, prioritize effectively, and meet deadlines.
