Job Description

  1. ROLE DESCRIPTION:  The Product Compliance Engineer will assist and advise the various Business Units with the implementation of global regulatory requirements regarding product compliance for Bourns industrial product lines.  This role includes:  (i) providing responses to customer product compliance surveys and questionnaires; (ii) working with cross-functional teams to understand products, materials and processes; (iii) tracking new and existing responsible minerals regulatory requirements; (iv) working with product groups to develop, update and maintain documentation, both internally and externally on the Bourns website to ensure proper due diligence; and (v) advising product groups of changes in regulations and how these changes will impact current compliance status.

 

  1. DUTIES AND ACCOUNTABILITIES (End Results Expected):
      1. Provide responses to customer product compliance surveys and questionnaires.
      2. Drive and help implement Product Compliance requirements into all required functional areas.  With Product Compliance Supervisor’s and Legal Department’s guidance, work with cross-functional teams to strategize and develop action plans and solutions for compliance issues.  Determine deficiencies in adherence to standards and regulations to formulate corrective action plans.
      3. Research and understand global product compliance regulations (e.g., RoHS, REACH, Responsible Minerals, ELV, JIG, Prop 65 etc.) and determine the impacts on Bourns’ product lines.  Communicate these impacts to various Business Units.  Prepare Corporate Executive Procedures as warranted for Product Compliance Supervisor’s review.
      4. Review/approve internal documentation (e.g., Material Declarations, Certificates of Compliance, third party test reports, etc.) including supplier RoHS, REACH, and Conflict Mineral documentation in conjunction with Marcom regarding product compliance reports posted on the Bourns website, new product design review and PCN process.
      5. With advice from Product Compliance Supervisor and/or Corporate Legal Department, advise Engineering, Sales and Management regarding regulatory and product compliance requirements.  Work with product line managers and staff to implement programs to comply with regulatory requirements including document maintenance.  Provide training for Engineering or other groups as new regulatory issues arise.
      6. Work with the product lines, supply chain management and BSPO to obtain regulatory information from suppliers as part of due diligence and data gathering for backup documentation for generation of internal documents.  Educate and train suppliers regarding material disclosure requirements.
      7. Provide technical as well as regulatory support services to internal teams and Bourns customers by providing information relating to product compliance as requested.  Work with internal customer service, sales, engineering and other groups to help them understand where product compliance information can be found on Bourns’ website as well as Intranet portal.
      8. Communicate with internal supply chain management groups as well as external suppliers to obtain information used to update annually the Responsible Mineral compliance templates for Industrial product categories used to report to our customers.  Keep abreast of changes in the reporting requirements.
      9. Provide responses to customer product compliance surveys and questionnaires related to Responsible Minerals using the Responsible Mineral Initiative (“RMI”) standard templates such as CMRT, EMRT, and AMRT (as the same may be amended or superseded from time to time).
      10. Support Corporate Compliance as needed upon request with respect to responsible minerals sourcing.
      11. Collect, review, and organize the traceability documentation (such as information on smelters and mines) from Bourns’ supply chain or third party due diligence providers (such as Claigan, Assent, RMI) to support responsible mineral use by Bourns, and if so, requested by Bourns’ Legal Department, supply chain mapping (disclosure of supplier tiers from finished sub-component to raw material) and trade compliance efforts (e.g., legislation prohibiting use of forced labor such as the US UFLPA). 
      12. Work with the product lines, purchasing/supply chain management to obtain country of origin and Bourns’ Code of Conduct compliance-related information from suppliers as part of due diligence required for responsible minerals sourcing.
      13. Review additions and update declarations for the various regulatory requirements including REACH, RoHS, SVHC, SCIP, Proposition 65, etc.
      14. Understand IMDS and CAMDS reporting process and requirements to submit material declarations to Automotive customers for Industrial products and fuel cards.  For industrial parts, understand CDX reporting process.

 

  1. INTERPERSONAL SKILLS:  The Product Compliance Engineer must be customer service-oriented, a good listener, and sensitive to cultural issues in a global corporation.

 

  1. COMMUNICATIONS:  The Product Compliance Engineer must be able to communicate orally and in writing in a clear and professional manner with all levels of employees, including executive management.

 

  1. BASIC JOB REQUIREMENTS:

 

EDUCATION: Bachelor’s degree in Mechanical Engineering, Industrial Engineering, Manufacturing Engineering, Chemical Engineering from an accredited College or University

 

TRAINING AND EXPERIENCE: Experience with regulatory requirements, BOM documentation, component materials and compliance documents.

 

OTHER SKILLS:

    1. General Knowledge:
      1. Understanding of component materials used in the various Bourns® product lines.
      2. Understanding of general BOM (bill of material), drawings and other engineering/quality documents to derive product compliance related information.
      3. Knowledge of SAP EHSM data and other similar sources of enterprise data to develop and check pertinent documents for compliance for all product lines.
    2. Required Skills:
      1. Pays close attention to detail and knows how to prioritize effectively.
      2. Possesses excellent follow-up skills and ability to multitask under time pressure.
      3. Capable of proposing process improvements and enhancements to efficiency of the workflow in the department.
      4. Has strong PC skills, including experience with Microsoft Office (Excel, PowerPoint, Word, Outlook), Microsoft Teams and Microsoft SharePoint.
      5. Has math skills to calculate data to required units, ppm and/or percentages.
      6. Team player – willing to step in and help others in the Department.
    3. Preferred Experience:
      1. Compliance department of a manufacturing company.
      2. Quality or engineering department of a manufacturing company.
