Job Description

As a key executive within the ABM Learning & Development team, the Vice President, Workforce Strategy & Talent Development is responsible for establishing an enterprise-wide strategy to develop a highly skilled, future-ready workforce. This leader will drive workforce planning, skills framework development, technology-enhanced learning solutions, and workforce development strategies that support business transformation, talent mobility, and long-term organizational success within ABM Performance Solutions (APS).

In collaboration with senior business, HR, operational, community, and academic leaders, this role will ensure a continuous internal and external pipeline of specialized talent by designing and implementing high-impact learning and workforce strategies that align with ABM’s organizational objectives, future skills needs, and business priorities. This position will play a pivotal role in enhancing workforce capabilities, enabling digital transformation, and fostering a culture of continuous learning to drive organizational growth and innovation.

Essential Functions

Strategic Workforce Planning & Skills Development

  • Develop and execute a comprehensive workforce planning strategy to anticipate future talent needs and bridge skill gaps within APS.
  • Establish a skills framework and competency model that defines critical job roles, skill proficiencies, and career progression pathways to ensure workforce readiness.
  • Partner with business leaders, HR, and talent acquisition teams to identify high-demand roles, succession planning opportunities, and emerging skills needs aligned with industry trends.
  • Utilize data-driven insights to optimize workforce development programs and create strategic talent supply models to ensure ABM maintains a skilled, agile, and future-ready workforce.

Technology-Enabled Learning & Workforce Development

  • Lead the implementation of technology-driven learning solutions, including AI-powered learning platforms, e-learning, and virtual training programs, to drive accessibility, personalization, and scalability in workforce development.
  • Oversee the adoption of digital learning tools and enterprise-wide learning management systems (LMS) to enable seamless knowledge transfer, skills assessment, and certification tracking.
  • Design microlearning, experiential learning, and immersive learning programs (AR/VR-based training) to enhance team member skill retention and on-the-job application.
  • Integrate real-time workforce analytics and performance tracking systems to measure learning effectiveness, productivity gains, and business impact.

Enterprise Learning & Talent Development Strategy

  • Set the vision, strategy, and execution roadmap for talent development initiatives that support career progression, skill enhancement, and operational excellence.
  • Oversee the development and deployment of innovative training programs, ensuring alignment with business priorities and operational goals.
  • Expand and scale internship, apprenticeship, and leadership development programs to attract, retain, and upskill high-potential talent, while tapping into external talent pools in the communities in which ABM operates.
  • Collaborate with HR Business Partners and Operations Leaders to implement targeted workforce development initiatives that improve retention, engagement, and team member mobility.
  • Establish strategic partnerships with academic institutions, technical training organizations, and industry certification bodies to create a robust pipeline of skilled talent both internally and externally.

Data-Driven Talent Insights & ROI Measurement

  • Develop and manage a workforce analytics framework to track and optimize training impact, talent readiness, and workforce performance.
  • Define and monitor key performance indicators (KPIs) such as training ROI, skills proficiency levels, internal mobility rates, team member retention, and workforce productivity.
  • Provide executive-level reporting and data-driven recommendations to inform business leaders on workforce trends, skill gaps, and talent optimization opportunities.
  • Utilize predictive analytics and AI-driven insights to optimize talent planning, upskilling initiatives, and workforce development investments.

Workforce Investment & Talent Growth Strategies

  • Leverage federal and state funding opportunities (e.g., tax incentives, workforce development grants) to support training and reskilling initiatives.
  • Drive investment in future skills development, digital transformation, and leadership readiness to position ABM as an industry leader in talent innovation.
  • Lead cross-functional collaboration with business units, HR, and finance to ensure workforce development investments yield maximum business impact and talent sustainability.
  • Champion a culture of continuous learning and professional growth, ensuring team members have access to upskilling, career development, and mentorship opportunities.

Required Qualifications 

Education:  

MBA or Graduate degree in Talent Management, Workforce Education and Development, Human Resources or equivalent discipline is preferred.

Experience:   

  • 15+ years of experience in learning & development, workforce strategy, talent management, or corporate education, preferably in a large, complex organization.
  • Proven track record of developing and executing enterprise workforce planning, skills framework, and talent development strategies at an executive level.
  • Deep expertise in digital learning platforms, workforce analytics, AI-driven training, and technology-enabled talent solutions.
  • Strong leadership and stakeholder management experience, with the ability to collaborate across business functions, HR, and senior leadership teams.
  • Experience in leveraging workforce development grants, tax incentives, and external funding programs to drive training and talent investments.
  • Exceptional ability to translate business needs into scalable learning and workforce solutions that drive measurable business impact.
  • Strong financial and analytical acumen, with experience in ROI-driven learning program design and budget management.
  • Strong people manager; highly skilled with developing team/direct reports.
