The pay range is $87,000.00 - $156,000.00

Right on pace with Target’s distinctive and beloved retail brand, the Network Carrier Management team plays a critical role in shaping the connectivity experience across all Target facilities by delivering exceptional support and oversight of telecom services. Our mission: We maximize the value of telecom provider partnerships by holding carriers accountable to performance and financial commitments, while enabling their success in supporting Target’s connectivity needs.

We manage the full lifecycle of telecom circuits—from procurement and provisioning to maintenance, optimization, and decommissioning—ensuring reliable and cost-effective network services. Our team oversees telecom expense management by validating carrier invoices, identifying billing discrepancies, and driving cost recovery and optimization initiatives.

Through strategic partnerships with telecom providers, we ensure consistent delivery of high-performance network connectivity. We also manage incident response and escalation processes for network outages and performance issues with Local Exchange Carriers (LECs), ensuring minimal disruption to store and corporate operations.

The Carrier Management team is responsible for monitoring adherence to Service Level Agreements (SLAs), managing contract compliance, and evaluating overall service performance. This Sr. Service Manager role within Network Carrier Management is accountable for the operational oversight of multiple telecom vendors, ensuring seamless delivery of connectivity services that support Target’s business-critical systems and customer-facing technologies.

  Additional responsibilities include:  

  • Telecom Circuit Lifecycle Management: Lead end-to-end management of wireline and broadband circuits across all of Target’s stores, distribution centers, and HQ locations, ensuring timely provisioning, upgrades, and decommissions to support business continuity and growth.
  • Telecom Expense & Billing Oversight: Manage telecom billing processes, validate invoice accuracy, resolve discrepancies, and drive cost optimization initiatives in alignment with contractual obligations and SLAs.
  • Vendor & SLA Performance Management: Monitor telecom provider performance against SLAs, escalate service issues, and ensure accountability through regular reviews and performance reporting.
  • Operational Excellence & Process Optimization: Identify and implement process improvements to streamline circuit management, reduce operational friction, and enhance service delivery efficiency.
  • Cross-Functional Collaboration & Communication: Serve as a key liaison between internal stakeholders and telecom providers, ensuring alignment on connectivity needs, project timelines, and service performance metrics.

About You:

  • 4-year college degree and/or equivalent experience
  • 3–6 years in telecommunications, network operations, or telecom vendor management
  • Demonstrated ability to deliver measurable outcomes in a fast-paced, evolving environment with shifting priorities
  • Ability to multi-task & handle multiple priorities effectively
  • Ability to quickly problem solve and think creatively, negotiate and find timely winning solutions 
  • Possesses strong analytical, reasoning, and critical thinking skills
  • Strong interpersonal, written & verbal communication skills
  • Strong data analysis skills
  • Demonstrated track record of exceptional client support, attention to detail and collaboration
  • Proficient in Microsoft Office suite, especially Excel, Word, and Power Point
  • Proven experience managing telecom providers, circuit lifecycle processes, and telecom expense management platforms (e.g., Asignet, Cass, Brightfin, Sakon)
  • Willingness to collaborate with multiple partners 
  • Ability to troubleshoot technical problems and understand technical ecosystem 

This position will operate as a Hybrid/Flex for Your Day work arrangement based on Target’s needs. A Hybrid/Flex for Your Day work arrangement means the team member’s core role will need to be performed both onsite at the Target HQ MN location the role is assigned to and virtually, depending upon what your role, team and tasks require for that day.
