The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Director of Business Licensing. This position is exempt from the provisions of the Civil Service and Human Capital Modernization Act, located in Oklahoma City, OK. OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is based on education and experience.

Position Summary
The Director of Business Licensing is responsible for overseeing the daily operations of the business licensing division of OMMA to include licensing staff, processes, and procedures. The Director will provide direction to ensure efficient and effective processes for all OMMA commercial applications to be processed within mandated timeframes. This position is also responsible for collaboration through technical issues working closely with Executive Leadership on departmental initiatives.
Position Responsibilities /Essential Functions
Proactively outlines implementation of new procedures due to upcoming legislative or rule changes.
Collaborates closely with the General Counsel’s Office on business licensing matters, seeking proactive advice and discussing licensing matters with the legal team regularly; testifies in court as needed under the guidance of the General Counsel’s Office.
Analyzes QA data partnering with the Organizational Learning & Development department to ensure that licensing staff is properly trained.
Assesses team goals to ensure alignment with the agency mission and all statutory requirements; establishes KPIs for all team members, tracks metrics, and identifies areas for output improvement.
Works closely with the enforcement & investigations team to assist with ongoing investigations; always maintains strict confidentiality standards.
Builds sustainable Standard Operating Procedures for the team based on identified areas for process improvement.
Creates a team culture where hard work and dedication to excellence is expected and rewarded.
Attends professional development seminars and seeks advising from other state cannabis regulators on best practices for processing business licenses.
Works closely with the Communications team to ensure the call center and external communications teams are provided with up-to-date licensing information.
Provides updates to the Executive Director as requested.
Supervises business licensing personnel, answering directly to the Executive Leadership Team.
Coordinates with the Government Affairs department to identify proactive rulemaking and legislative needs.
Creates department-wide policies with the goal of ensuring business licenses are processed accurately and timely; consistently reevaluates policies to ensure agency goals are met.
Serves as high-level point of contact for all licensing software questions and discussions.
Seeks to be the subject matter expert in OMMA business licensing regulations.
Receives legislative/constituent requests and delegates as appropriate to ensure they are answered in a timely manner.
Engages in close coordination with the Director of Business Compliance and Director of Investigations & Enforcement to ensure field staff receive accurate and timely information about business licensees.

Education and Experience
Education and Experience required at this level consists of a bachelor’s degree and six years of professional business or public administration experience, including three years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education. NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.

Previous professional leadership role at a regulatory agency
An experienced understanding of Medical Marijuana regulations
MBA, MPA, or JD degree

Knowledge, Skills and Abilities required at this level include knowledge of agency policies and procedures; of all state and federal legislation related to assigned agency programs; of the principles, methods and practices of various programs being administered; and of the organization, development and administration of the programs for which responsibility is assigned. Ability is required to evaluate program performance; plan, coordinate and evaluate the activities of divisions and multiple work units engaged in a broad range of functions; to communicate effectively, both orally and in writing; to interpret, analyze and resolve highly complex administrative and personnel problems; to interpret and apply policy material; to maintain effective working relationships with others; and to direct the functions and activities of a program or division which is large in size and/or scope.
Physical Demands and Work Environment
Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computer and phone.
