Position Highlights
Location: This position will work a hybrid schedule based in Atlanta, GA. Relocation expenses are not provided.
Salary Range: $85,000-$105,000, plus benefits
Position Type: Grant funded, limited-term opportunity contingent upon funding

Overview
The Senior Program Officer (SPO) for Non-Infectious Disease Programs leads and implements outcome-driven complex public health programs – comprised of multiple, temporary, unique and related projects focused on a global initiative aimed at building and enhancing blood lead laboratory capacity in Brazil, India, Nepal, and sub-Saharan Africa. The initiative focuses on establishing systems and standards for early detection and effective monitoring of lead exposure, especially in geographies with the highest burden of lead poisoning.
Implementation is done in collaboration with the donors, and other internal and external partners. The SPO serves a strategic function, translating experience and knowledge gained at the individual project level to advance excellence in program implementation and public health practice. The SPO combines strong partnership skills, management and leadership with an entrepreneurial and mission-driven approach to unleash the power of collaboration between philanthropies, private entities and individuals to protect the health, safety and security of the public.
Duties and Responsibilities
1. Leads the coordinated management of multiple, time-bound, unique and related projects to advance excellence in program implementation and public health practice.
2. Formulates program-related goals, objectives, operating policies, strategic plans, guidelines, governance, standards and priorities to ensure consistency with organization and department standard operating procedures.
3. Builds strong partnerships and provides strategic implementation expertise that ensures impactful, efficient and effective program implementation.
4. Hires, recruits, supervises, mentors and serves as a technical partner for employees, including field staff.
5. Serves as project liaison for and between internal and external stakeholders.
6. Manages significant matters such as project implementation, reporting, contracting, technical content, budgeting and evaluating project impact and performance.
7. Contributes to resource mobilization efforts for the assigned programs and projects.
8. Represents the CDC Foundation at technical, financial, strategic and/or operational meetings focused on the project.
9. Travels as needed to represent the designated project and the CDC Foundation (up to 20 percent annually).
10. Participates in and/or leads special projects and other duties as assigned.
Qualifications and Necessary Skills
1. Master’s degree in public health or related field from an accredited college or university required.
2. Minimum of 10 years of public health and related professional experience required; direct experience in laboratory systems strengthening and/or global health systems strengthening strongly preferred.
3. Experience with enterprise resource planning systems and software packages used to manage day-to-day business activities such as program management and budgeting strongly preferred.
4. Knowledge and skills needed to be effective in the public-private partnership, program, donor, and partner environments in the NID context.
5. Ability to make decisions that accomplish department and project strategic objectives.
6. Advanced skills in program management, budget management, cross-cultural awareness, communication, influence, negotiation, conflict resolution and creative problem solving.
7. Experience and proficiency handling public-private partnerships (or functional equivalent collaborations).
8. Excellent written and verbal communication skills with experience preparing, writing and editing complex documents such as detailed reports to donors; briefing documents for leadership, donors, and other partners; and peer-reviewed articles.
9. Strong technical skills including word processing, spreadsheet and database management.
10. Ability to represent the CDC Foundation and its partners, leading discussions and negotiations concerning program planning, implementation and evaluation.
11. Outstanding interpersonal and teamwork skills; collegial, energetic and able to develop productive relationships with colleagues, donors, stakeholders and partners.
12. Sound judgment and maturity, exemplified by consistent professionalism in dealing with individuals at all levels both internally and externally.
13. Ability to travel domestically and internationally up to 20 percent annually.
