Senior Manager, Compliance
The Senior Manager, Compliance, is responsible for ensuring the institution’s adherence to federal, state, and institutional regulations required of recipients of federal funds. These regulations include general areas related to Title IV financial aid processing, consumer information transparency, compliance and regulatory internal controls, and adherence to state laws and other regulatory requirements. This position plays a crucial role in operationalizing compliance efforts and fostering a culture of integrity across the institution. This role is central to maintaining the institution’s eligibility to operate within various state and federal frameworks, including securing and managing state authorizations and meeting HEA reporting requirements.
E S S E N T I A L J O B F U N C T I O N S / D U T I E S
Financial Aid Regulatory Compliance:
- Stay up to date with changes in financial aid regulations and proactively assess their impact on institutional practices.
- Interpret and communicate relevant FSA compliance requirements to internal stakeholders.
- Develop and implement policies and procedures for financial aid compliance, in collaboration with relevant departments.
- Conduct periodic evaluations of Westcliff’s compliance with federal and Title IV laws and regulations.
- Assist in the preparation for audits and reviews related to financial aid, reporting, and other regulatory matters.
Internal Controls, Compliance and Reporting:
- Prepare and submit regular reports on compliance status to senior management, including segregations testing and remediation, and adherence versus policy
- Investigate and address any compliance and operational issues that may arise, working collaboratively with other departments to find solutions
State Authorization and Compliance:
- Lead the efforts to apply for, secure, and maintain state authorizations for the institution to operate in various states, ensuring the institution remains compliant with state-level regulatory requirements.
- Coordinate and ensure the completion of required filings and applications with state higher education boards.
- Conduct periodic reviews of student enrollments and processes for enrollment to identify legal authority risk.
Consumer Information Transparency:
- Oversee the timely and accurate disclosure of consumer information, as required by federal and state law.
- Complete Annual Security Report and oversee compliance with adherence to Clery Act requirements.
- Review required reports and ensure proper delivery of required disclosures, including but not limited to: Annual Notice to Enrolled Students, Clery Act Safety Disclosures, DFSCA Disclosures, and financial aid related student disclosures.
- Identify and remedy inconsistencies in presentation of relevant consumer information on website, in catalog, and embedded in institutional business processes.
- Communicate with relevant stakeholders about discrepant statements or processes.
Operationalizing Compliance Across the Institution:
- Work closely with institutional leadership to embed compliance into day-to-day operations, particularly within the financial aid, finance, registrar, and admissions departments.
- Collaborate with legal and regulatory teams to develop and update policies and procedures.
- Provide training and guidance to staff across departments to ensure understanding and adherence to compliance requirements and updates to policies or procedures that impact compliance.
- Develop and implement processes and tools to track, measure, and report compliance performance.
- Maintain and publicize the compliance calendar to provide appropriate oversight and control of compliance activities.
- Build and maintain positive relationships with relevant regulatory bodies
Supervision and Mentorship:
- Supervise and mentor Compliance Specialists, providing guidance on tasks, professional development, and compliance knowledge.
- Ensure the compliance team’s responsibilities are aligned with the overall compliance strategy and that they receive appropriate training and support.
Requirements
- Bachelor’s degree in a related field. A Master’s degree is a plus.
- Minimum of 4-6 years of progressive experience in compliance or similar position.
- Experience in higher education is highly preferred.
- Strong understanding of federal and state regulations related to higher education, particularly in financial aid, state authorization, and consumer information.
