Position Summary:
The Senior Conflict of Interest (COI) Disclosure Specialist supports the functions and activities of the Disclosure Office within the Office of the Vice President for Research and reports to the Assistant Director. This role is responsible for identifying, reviewing, and managing individual, organizational, financial, and institutional conflicts of interest (COIs) and serves as the lead for post-approval monitoring of managed conflicts in accordance with University of Maryland policies and applicable federal regulations.

● Post-Approval Monitoring (PAM) and Compliance
● Stakeholder Engagement and Training
● Mentorship and Backup Leadership
● Administrative Reporting and Tracking
● Other duties as assigned

This position plays a critical role in maintaining integrity and compliance in research activities, supporting the University’s commitment to transparency and ethical conduct.

Preferences:
Education: Advanced Degree

Experience: 7-10 years of progressively responsible related professional experience (e.g., in research compliance and/or administration, in an academic research environment, or in a regulatory role)
Experience in a University setting.
Experience in university research administration.

diplomatically across all levels of the organization.
● Ability to manage multiple, ongoing, and complex situations and projects while

● Ability to maintain confidentiality.
● Proven ability to interpret and apply regulations and policies to various scenarios,
with strong critical thinking, analytical, and problem-solving skills as related to federal
agencies’ conflict of interest (COI) policies and regulations or similar subject matter
expertise requiring the interpretation and communication of complex regulations to
diverse stakeholders.
● Active TS/SCI Security Clearance.
● Demonstrated proficiency in process improvement.
● Demonstrated experience in applying and ensuring regulatory compliance.
● Experience in the development and implementation of training programs.

Physical Demands:
Sedentary work performed in a normal office environment; exerts up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Ability to attend meetings both on and off campus. Spending long hours in front of a computer screen.

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university.

Experience: Five (5) years of professional experience supporting operations, strategic initiatives, or project implementation.

Knowledge, Skills, Abilities:

Knowledge of project management principles and practices.

Skill in organization and time management.

Skill in analytical thinking and problem-solving.

Ability to work independently with minimal supervision.

Skill in verbal and written communication.

Ability to maintain a high level of attention to detail.
