Job Summary

Definition
Working under the direction of the Board of County Commissioners this position must be an enthusiastic, experienced, and motivated public information officer. You will be responsible for developing content, strategies and social media and video production, that promotes a positive public image for the county, organizing interviews between the press and the elected executive staff, and stepping in to manage and alleviate any public relations crises which may occur.
To be successful as a public information officer, you should have superior communication skills, video creation experience, as well as written and verbal skills. Top candidates will also be social media savvy and detail oriented.

Job Description

Essential Job Functions

  • Collaborating with Board of County Commissioners (BOCC) to ensure a cohesive public image.
  • Planning and hosting press conferences to announce major news or address crises.
  • Preparing press releases, speeches, articles, daily social media posts, updates on the website and other materials for the public.
  • Developing strategies and procedures for working effectively with the media.
  • Maintaining good working relationships with media organizations as well as public information officers in other county departments and government entities.
  • Working with county departments to organize and host public events and promotions.
  • When needed, speaking directly to the public or media to address questions and represent the organization.
  • Glean content from BOCC divisions and produce and send out the county newsletter, “The Pipeline” to county employees.
  • Assist BOCC districts as needed for their digital constituent newsletters.
  • Maintain county branding standards.

Qualifications Required

  • Must have ability to edit and produce videos.
  • Prior experience as a reporter and or a public relations role.
  • Exceptional video, written and verbal communication skills.
  • Strong understanding of the media, including all forms of social media.
  • Organized, detail-oriented, and strong work ethic.
  • Ability to respond and work on short notice.
  • Great public speaking and interpersonal skills.

Knowledge of a variety of communications concepts, practices, and procedures; of the mission, goals, and objectives of Tulsa County; of communication principles, media, and public relations techniques; and of local and regional media contacts and/or proven ability to develop such relationships quickly.

Ability to establish and implement cohesive communication and work effectively within a diverse community; to analyze complex problems, interpret operational needs, and develop integrated, creative solutions; to use independent judgment and to gather, manage and impart information to the media and various other internal and external audiences; to provide effective advice and counsel on strategic and/or critical communication issues and to exercise effective judgement; to write executive-level communications for internal and external audiences; and to maintain confidentiality.

Computer Skills

To perform this job successfully, an individual should have knowledge of Word Processing software, Spreadsheet software, Contact Management software, Internet software, and develop a web presence on social media as well as the Tulsa County website.

Education and/or Experience

Graduation from an accredited four-year college or university with a Bachelor’s degree in communications, public relations, journalism, or related field and three to five years’ experience in public or community relations work, on air news reporting, with an emphasis on managing external communications and public information programs in County government or other corporate communications. 

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of the media, managers, clients, customers, and the general public.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates, Licenses, Registrations

Must have a valid Oklahoma Driver’s License
