The project supports the acceleration of access to sustainable and clean energy in the Eastern and Southern Africa (ESA) region through the establishment of a Project Preparation Facility (PPF).

An organisation will be appointed as Fund Manager to manage the application-based allocation of grants and specialized consulting services for Distributed Renewable Energy (DRE) and clean cooking projects from both the public and private sectors. The Fund Manager will also oversee key administrative functions such as contracting, monitoring, and reporting. In addition to operational responsibilities, the Fund Manager will play a critical role in the detailed design and adaptive development of the PPF to meet evolving market needs. The project promotes collaboration with industry stakeholders and will offer grants-based support through a consultant roster to assist companies, industry associations, investors, and national agencies in project preparation, business development, and cross-border energy solutions

Job Description

  • Conduct E&S due diligence and risk assessments for proposed projects.
  •  Develop and implement safeguards in line with World Bank’s ESF.
  •  Guide the preparation of ESIA, ESMP, RAP, SEP, and other instruments.
  •  Support capacity-building on E&S standards among stakeholders.
  •  Monitor implementation and compliance of funded projects with E&S policies.

Qualifications

  • Advanced degree in environmental sciences, social sciences or related field  
  • At least 5 years of relevant experience in environmental and social assessment, multi-criteria assessment, environmental and social monitoring, natural resource management, stakeholder engagement, etc 
  • Experience in preparing and managing the implementation of safeguards instruments including ESIA, ESMP, RAP, SEP, GRM, and other E&S subsidiary management plans, as necessary 
  • Proven ability to advise and support project environmental assessments and social safeguards preparation, contractual and financial elements of development project delivery, and experience of investment program identification, program design and implementation 
  • Knowledge of environmental and social safeguards policies, frameworks, instruments of Multilateral Financing Institutions and Development Agencies (e.g. World Bank, African Development Bank, European Union, United Nations Agencies, etc).
