As a Senior Business Analyst, you will play a pivotal role in driving strategic initiatives by bridging the gap between complex business needs and effective technology solutions, within the CMS OIT environment. You will lead discovery, analysis, and solution design activities, using your expertise in Human-Centered Design (HCD) to ensure user empathy remains central to business and technical decisions.
In this role, you'll apply design thinking methodologies, conduct user research, and facilitate workshops, interviews, and journey mapping sessions to uncover real user needs. You will translate those insights into actionable requirements, process models, and functional specifications that guide cross-functional Agile delivery teams.
Your responsibilities include aligning diverse stakeholders, performing impact assessments, and driving the development of intuitive, efficient solutions that enhance healthcare systems and data infrastructure. A strong foundation in data analysis, stakeholder engagement, and process improvement will enable you to influence key decisions and ensure solutions align with both user needs and strategic business objectives.
You will also mentor junior analysts, promote best practices, and contribute to a culture of continuous improvement and user-centered innovation.
Responsibilities:
- Lead end-to-end discovery, analysis, and design activities, integrating business objectives with user-centered design principles.
- Conduct user research through interviews, surveys, and contextual inquiry methods to identify needs, behaviors, and pain points.
- Analyze qualitative and quantitative data to generate insights that inform business requirements and design decisions.
- Translate findings into user personas, journey maps, service blueprints, and process models to guide solution design.
- Define and document clear, testable business requirements, epics, features, and user stories grounded in HCD and Agile methodologies.
- Create wireframes, low- to mid-fidelity prototypes, and user flows to visualize solutions and validate ideas with users.
- Facilitate workshops, design sprints, and co-design sessions with stakeholders to align on problems, opportunities, and solution strategies.
- Serve as the voice of the user throughout the product lifecycle, advocating for intuitive, accessible, valuable user experiences.
- Lead usability testing and iterative design improvements based on user feedback and real-world validation.
- Collaborate cross-functionally with developers, product owners, and stakeholders to ensure feasibility, alignment, and delivery of meaningful MVPs and POCs.
- Support product vision workshops and stakeholder engagement to shape product direction and priorities.
- Document and maintain business process models, system logic, and functional specifications for ongoing clarity and alignment.
- Act as a subject matter expert (SME) on systems and applications, demonstrating how integrated solutions meet end-user and client needs.
- Contribute to the development and maintenance of technical documentation and knowledge management assets.
- Align design thinking with Agile delivery to enhance team performance and ensure value delivery in complex system environments.
- Work independently on complex analysis tasks and consider the business impact of proposed technological solutions.
- Develop, analyze, and optimize business processes using industry-standard modeling techniques (e.g., BPMN, flowcharts, swim lanes).
- Map current state (as-is) and future state (to-be) processes to identify inefficiencies, gaps, and improvement opportunities.
- Collaborate with stakeholders to design streamlined and scalable processes aligned with business goals and user needs.
- Document detailed process workflows, roles, responsibilities, and decision points for clear operational understanding.
- Create and maintain process documentation, including process maps, standard operating procedures (SOPs), and work instructions.
- Ensure process documentation is up-to-date and accessible, supporting training, compliance, and continuous improvement efforts.
- Use process models to support system requirements, automation opportunities, and cross-functional collaboration.
- Facilitate process review sessions and workshops to validate models and incorporate stakeholder feedback.
- Monitor process performance metrics and recommend adjustments to improve efficiency, quality, and user satisfaction.
- Develop a strong, trusting relationship with customer stakeholders. Seek to understand the customer’s mission, vision, priorities, and objectives and ensure that program activities align with them.
- Manage the scope and schedule, including monitoring activities on the current contract, resource needs estimation, project initiation, and project execution.
- Help to create a culture and environment that inspires team members to produce and results in program delivery that is cohesive and collaborative.
Requirements
Required Qualifications:
- All candidates must pass public trust clearance through the U.S. Federal Government. This requires candidates to either be U.S. citizens or pass clearance through the Foreign National Government System which will require that candidates have lived within the United States for at least 3 out of the previous 5 years, have a valid and non-expired passport from their country of birth and appropriate VISA/work permit documentation.
- 7+ years with a Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or 10+ years of general information technology experience.
- Demonstrated success providing support within the CMS OIT environment, ensuring alignment with organizational goals and technical standards.
- Demonstrated experience and familiarity with CMS OIT data systems (e.g. IDR-C, CCW, EDM, etc.)
- Proven experience as a Business Analyst.
- Demonstrated expertise in Human-Centered Design (HCD) principles and methodologies.
- Proven abilities to be collaborative and take initiative and be innovative.
- Analytical mind with a problem-solving aptitude.
- Experience with Agile and/or SAFe methodologies.
- Experience with Atlassian Jira/Confluence.
- Excellent command of written and spoken English.
- Ability to obtain and maintain a Public Trust; residing in the United States.
- Flexible and willing to accept a change in priorities as necessary.
Desired Qualifications:
- CMS and Healthcare Expertise: In-depth knowledge of CMS regulations and experience with complex healthcare projects; in particular, data infrastructure related projects or similar.
- Experience working in the healthcare industry.
- Federal Government contracting work experience.
Working Environment:
eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
Occasional travel for training and project meetings. It is estimated to be less than 25% per year.
