Bethany for Children & Families is looking for a Program Supervisor to work in our Foster Care Program. The Program Supervisor position is a management post reporting to the Division Director of Child Welfare and Placement Services. The Program Supervisor provides overall clinical supervision, program administration, and fiscal management to an agency program(s) as outlined in the specific program plan and in the annual fiscal budget. This position may be a member of the agency Management Team. As such, the incumbent is expected to attend and participate in the monthly Management Team meetings, present service descriptions to the Board of Directors, and attend the annual Community Celebration event.
Base Salary - $71,617.00

The Program Supervisor job duties:
1. Provides overall clinical supervision of a specified program(s) by:
- Planning, developing, implementing, and monitoring the program consistent with the mission, vision, values, program plan, and the strategic plan of the agency.
- Filing all necessary reports in a timely manner.
- Developing a competent and productive staff; closely supervising staff, which includes hiring, demoting, disciplining, promoting, coaching, appraising performance, and terminating employment.
- Providing educational and growth opportunities to staff members within the agency’s policy framework and with the approval of his/her supervisor.
- Assuring quality service through monitoring and reporting processes that examine the utilization, quality assurance, and outcome measurement data of the program.
- Enforcing all rules, regulations, codes, and legal requirements that are assigned by the various licensing and accreditation entities.
- Maintaining case records, administrative and program manuals, and all required statistical data and reports.
- Maintaining positive relationships with other agency supervisors and all funding and referral sources through the provision of quality services and timely responses to questions, concerns, and issues.
2. Manages program material resources by:
- Planning, developing, and controlling the program budget.
- Satisfying existing funders and referral sources, and by identifying potential new sources.
3. Furthers the mission of the agency by actively participating in the management team, providing planning data, and contributing to the accomplishment of the agency’s strategic plan.
Requirements
The Program Supervisor shall have:
1. At minimum, a Bachelor’s degree that has not been approved as academically equivalent to a social work or human services related degree with 5 years of experience in a child welfare and/or social services setting, and apply in 6 months and enroll within 18 months of employment as a child welfare supervisor in a graduate social work or human services program or a graduate program approved as academically equivalent to a graduate social work or human services program, and complete the course work in 3 years from enrollment to acquire a degree in social work or an approved human services field.
OR
A Bachelor’s degree in social work or human services or an academically equivalent to a social work or human services related degree with 3 years of experience in a child welfare and/or human/social services setting, and apply in 6 months and enroll within 18 months of employment as a child welfare supervisor in a graduate social work or human services program or a graduate program approved as academically equivalent to a graduate social work or human services program, and complete the course work in 3 years from enrollment to acquire a graduate degree in social work or an approved human services field.
OR
Preferably, a Master's of Social Work degree from an accredited school of social work or an academically equivalent Master's degree in a human services field from an accredited school and 2 two years of full-time supervisory supervised experience in a social work setting.
OR
A Master’s degree that has not been approved as academically equivalent to social work or human services related degree and 3 years of child welfare experience.
2. Sensitivity and responsiveness to cultural differences in the community.
3. Knowledge of financial, personnel, and facility management.
4. Knowledge of Medicaid, accrediting, and state regulations and requirements related to the field of supervision.
5. The ability to assess, develop, and execute agency and program goals and objectives.
6. The ability to work within a management team framework, contributing to and supporting team decisions, processes, procedures, and policies as established.
7. The ability to fulfill all of the regulatory requirements for employees of Child Welfare Agencies as are prescribed in Illinois Administrative Rule and Procedure, including successful completion of the criminal background investigation, clearance from the Illinois CANTS and Iowa Registry, and certification as a driver of children by the Illinois Department of Children and Family Services.
8. The ability to develop professional relationships and offer constructive supervision to enhance the professional development of staff and ensure the provision of quality services.
